FYI, FWIW...was an F-22 Raptor that shot it down.

Nope, it was an Air Force F22 based at Langley AFB in Virginia. Air Force does not have F-18’s, and the Navy does not have F-16.
However, each branch may have some of those aircraft to practice dis-similar Air Combat Maneuvers with.

...emptied the tube and the weather balloon lost altitude and slowed down enuf so the Air force could hit it...
