Yea, nice idea for someone playing with photoshop or Paint.
The eagle is drawn or copied from another illustration. I copied the pic and enlarged it and it is all solid colors and 'cartoonlike'.
Also the branch (more like a twig) it is setting on is highly out of proportion with the 'eagle'. If this were a real bird it would be about 6" tall

Any balanced photograph of the moon and objects in the foreground is accomplished with two shots having different exposures.
