The only place you don’t see litter and junk is along the pipeline. For one it’s not the easiest place and the likelihood of getting caught is much higher.
On a related note some counties in Montana provide free dumps where you can bring almost anything even HAZMAT. They also know poor people will just throw it anywhere because they can’t afford $20 to dispose of a refrigerator.
Wisconsin has a few junky places but most keep their places nice and take their stuff to the transfer station. The Saturday before I left they had a special program where any metal was free and other items were half price.
I take my house garbage to the station and it costs me $3 a week. In the winter I stuff the bag fuller and can go two weeks for the same $3.

Our rural neighborhood over here has once a week pickup. Most of our neighbors do a god job of keeping things cleaned up. One exception, though, but the owner is in the process of evicting the tenant.
