It's been that way, more or less, since the 1960's. For a while there were adhoc signs at the border, that said "...enjoy your visit, then go home"

What about the turbulence from a boat prop? I find this very had to believe. Do they fine you for hitting bugs with your car?

One can kill all the benign bugs one might want to. Hazardous to your health bugs are protected.

You wouldnt need to ask any questions. You just need to take a trip to the Pacific Northwest visit the Seattle and Portland area and take a look around. Then it would be all clear to you.
