Remember last year with pilots reporting sightings of those small high speed objects that could out manuever their planes. What happened to that as you don't hear about it anymore? I don't believe much about what the gov't says.

Actually they do. Both the F-22 and the F-35 carry significant guns.

F-35: Guns: 1 × 25 mm (0.984 in) GAU-22/A 4-barrel rotary cannon, 180 rounds

F-22: Guns: 1× 20 mm M61A2 Vulcan rotary cannon, 480 rounds

There's another option also. Just do a high angle of attack low speed afterburner happy dance over the top of the balloon. Burn a large hole in it.
